They found that IUPA hired telemarketers who, in the name of police officers, raised $5.3 million in donations. But then IUPA allowed the telemarketers to keep $4.9 million of those donations for themselves as fees.

When reporters asked IUPA President Sam Cabral about this, they found him partying on private beach at the Ritz Carlton Hotel. He was attending a “union training” paid for by your dues money. But the training only lasted four hours.
